Don't forget steps 1.5 and 4: 

1.5) At CE, perform prioritization of traffic.

Step 4) From PE to CE, perform prioritization of traffic.

The PE-CE link is typically the bottleneck, and prioritisation is important 
at any point where bandwidth reduces.
