2547bis and VPN-ID

Hi,

Reading through the 2547bis mpls vpn draft I noticed that it nowhere 
mentions the VPN-ID. Is the VPN-ID not needed due to the flexibility of the 
VRF that comes from using RTs?
If this is the case, why is it possible to define a VPN-ID when configuring 
MPLS VPN in Cisco routers? Is it just for administrative reasons, i.e. to 
guide administrators when managing the network?

Could someone please clarify the relationship between VPN-ID and 2547bis.
