Rachel,

In general, IETF drafts disappear after 6 months from the IETF site, unless 
they've been updated or are in the process of being published as RFCs.

I would try three things:

1. Search the RFC index for Rob and Marco's names to see if the draft was 
published as an RFC.

2. Try http://www.watersprings.org/ , which has an excellent IETF draft 
archive (they don't delete anything once they have it).  I don't know if it 
goes back to 1993, though.

3. Try Google, getting as specific as you can.
