to rephrase the question,
 
can the SOO be an IP address/interface on the PE rather than a community attribute?

Does anyone propogate RT:SOO over the P-P devices (needed to setup the LSPs) and the rest of the MP-BGP routes over the multihop connection between the end points? (SOOs  could be the LSP end point identifer to the remote PE, hence all the P nodes needs to know is the correct RT:SOO which it need to tell the PE devices depending on import and export RT values)
 
Is this a model being used anywhere?
