can the SOO be an IP address/interface on the PE rather than a community attribute?

a. Has anyone implemented P-P peering for CoC in any of their setups? Can they please share details?
b. If all LSPs are signaled LSPs, or if all Labels point to the virtual router, do the P devices need to know anything more than the RT:SOO?
Does anyone propogate RT:SOO over the P-P devices (needed to setup the LSPs) and the rest of the MP-BGP routes over the multihop connection between the end points? (SOOs could be the LSP end point identifer to the remote PE, hence all the P nodes needs to know is the correct RT:SOO which it need to tell the PE devices depending on import and export RT values)
Is this a model being used anywhere?
