Dear Harpreet

To best of my knowledge,
I understand that no LSR, will advertise or make any local label for any
prefix unless it learns & induct in routing, such prefix through IGP. In
fact the LFIB will be formed based on LIB & Routing Table/FIB. Therefore in
yr case, there may be some remote label entry in LIB, through downstream but
this LSR will not assign any local label & advertise to other unless it has
this prefix/route in its routing table.
