Yep, that's the control word. It's optional for some encap types, but for 
others such as frame it's mandatory. In frame, the control word carries 
becn, fecn, de, and c/r bits. If you have sequencing turned on for the 
pseudowire then that'll be carried in the control word too.

you'll have to read the draft to get more on this- it's a little to much 
info for an email :)
