Som Guess U are transporting ethernet . draft-ietf-pwe3-ethernet-encap-06.txt indicate the following : The use of control Word is optional . the first 16 bits is zero , the rest 16 bit is for the sequence nbr . if the sequence nbr is zero , it mean it is not used . For the box U are using , it insert a control word but set all fileds to zero . the control word is always 4 bytes for all type of encapsulation . To check the use of control word and it's structure in certain encap , U have to check the draft addressing this specific encapsulation .
