It seems some high latency during the ping response.Can u check the LL connectivity , is it ok or u r getting some drops ? This verification can be carried out from CE also.
Secondly , if LL is working fine , plz check the VRF config and routes once again.Many times I observed some packet drops from PE to CE , in the mean while no drops from CE to PE. that can be due to some mismatching of the serial interface parameters.
Once you shut and no shut this particular serial interface , this problem will solve.And you will able to ping PE-CE without any drops ( provided LL should be working fine).
This problem can occur if u have BRI backup for the same. And when LL goes down it will switch over to BRI backup.And once LL will restore, it starts this problem.
At this moment , you have to check the backup idle timeout as well as u have to verify the basis commands for backup.Which resolves after shut and no shut the serial interface once again.
