ISIS & IP Over the same VCC using aal5mux

Hi

Found a very old draft "draft-hsmit-isis-ip-aal5mux-00.txt" suggest to use 
single VCC using aal5mux ,
this will help to carry the 40 byet packet in a single cell instead of 2 
cell using the aal5snap .

My question : Why this idea did not got implemented ???

N.B: IS-IS is just used for routing .
