Yes , We use L3 VPN.
 
Do you mean ,BGP in core for mesh topology or wht else ?Plz tell us your purpose. 
 
To monitor the VRF , you have to do the following tasks as below:
 
1> Make one Management VRF based on RD/RT
2> Select your NMS ( whatever you like: WUG,TNG Unicentre , HPOV)
3> Make that NMS system to be a part of that managemnet VRF.
4> Add this Managemnet VRF (RD/RT) in your other VRF so that you can have the explicit routes for your NMS in that particular VRF.
 
By this way you can easily monitor the VRF and it's related stuffs.
