LSP switchover for the maintainance reason

Hi All,

I am plannning to deploy rsvp-te based MPLS network with Cisco7600.
And there are some requirements for the network.

1) Primary path and secondary path for an lsp are configured explicitly.
2) Primary path is used normally. But when the maintainance is required, the path is manually 
changed to secondary. Then it must be changed without packet loss.
3) The path must not be back to primary automatically.

For achieving the above requirements,
I wonder that I should configure two tunnels for one destination and change administrative-weight of 
each of them. But if this configuration is used, rsvp-information will not reflect the real 
bandwidth design compared to when using path-option in the tunnel configuration.

Is there any reasonable way to meet these requirements?
Would you tell me how it should be configured?
