Hi Totti Murakami,

I would suggest you to use the tunnel reoptimization futures to acheive 
the same.

For acheiving 2nd requirment,  You can use the command "mpls traffic-eng 
reoptimize" on the Cisco 7600 routers to manually switchover the tunnels.

For acheiving 3rd requirment, You can use the tunnel lockdown feature.  
So that it will not fall back to primary path.

" tunnel mpls traffic-eng path-option preference {dynamic | explicit 
name name | identifier id>} {lockdown} "
