Muhammad, you will find stacked labels for 1) the local hop, 2) the VPN, and 3) the tunnel "local hop". Consider that the tunnel becomes part of the route to the destination. You think of the tunnel as a single local hop. (BUT, according to RFC 3031(section 3.27.3), if there are two or more tunnels in ONE domain, then there will be 3 or more labels in one label stack at the inner most tunnel.) so for me this is a little bit confusing!!!!
