Yes, but MPLS was built with an idea to speed up forwarding, since at that 
time the routers/switches were not that fast. So increasing the label size 
would not have seemed like a nice idea at that time.

Also think of the following:

A---B---C---D

Since the labels are of local significance, C can assign a label without 
caring what label A,B or D has assigned to other flows.

I can think of only these reasons.
