The router is definitely reachable, at least as far as I can tell - 
after all, the router in question is in the same local broadcast domain 
(same /24) - I also have OSPF running ...

Also, as fas as I know, tdp is a broadcast protocol, so even without the 
  BGP underlying tdp announcements should still be there ... the problem 
is that even a short interruption in the BGP availability will 
permanently disrupt MPLS ...
