There are *several* concerns with any TE summarization scheme indeed.

In a nutshell (since one could write a few hundreds of pages here ...):
(1) too much of aggregation reduces drastically the usefulness and implies crankback, sub-optimality, ...
(2) minimal aggregation unavoidably leads to scalability impact ...

so ....

The same issue was raised for inter-area TE and it is quite easy to demonstrate that all the proposed aggregation schemes are either inefficient or at best comprise the network scalability. Furthermore, path diversity, shortest path computation (to just list a few items) are quite difficult to achieve with such scheme.

If you're interested by more optimal TE LSP path computation across domain you may want to have a look at the PCE WG work: http://www.ietf.org/html.charters/pce-charter.html

Furthermore, see the inter-area and inter-AS TE requirements ID.
