It depends on what you mean by BGP TE.  People traffic engineer with
BGP today using MEDs, prefix lengths, communities, etc.

If you mean carrying TE info in BGP, there is a *very* limited amount
of info that can be carried in BGP *for the purpose of L1VPN setup*,
not for Traffic Engineering as such.  See
draft-ouldbrahim-ppvpn-gvpn-bgpgmpls-06.txt, which talks about
carrying some link characteristics as BGP attributes (doesn't seem to
have details of the format, though).
