no- this is draft martini/AToM. The traffic is transported between PEs using 
the tunnel LSP, which can be LDP or RSVP-TE signalled, and the pseudowire 
traffic is then switched to the correct attachment circuit using the VC (PW) 
label. The VC label is signalled between PEs using LDP (not BGP).
