Why should the PE-CE IP address be unique ?

I was going thru one of the Networkers 2005 presentation titled "RST-3109 Deploying MPLS VPN"
In it was listed as one of the "best practices" that

"5. PE-CE IP address should come out of SP’s public address space to 
avoid overlapping
Use /31 subnetting on PE-CE interfaces"

My question is why is this necessary ? What happens if the PE interface 
ip address is the same for two sites ? Are PE intf IPs exchanged
between the PEs ? Finally, what about unnumbered interfaces ?
